No cops in public vehicles registration process now

Police verification not needed in certain categories

The transport department on Wednesday came out with new vehicle registration guidelines, claiming to streamline the procedure and lessen the burden on police.

But the new procedure also curtails police `interference' in the process.

The department has laid down certain conditions to make the registration process of public service vehicles (PSVs) and issuance of public service badges smooth by doing away with the need of getting a police verification done separately.

Certain categories have also been exempted from police verification.

Transport minister Ramakant Goswami said now any owner who seeks to get his vehicle registered for a particular address where the vehicle is going to be registered can do so by presenting a valid passport or submitting its self-attested copy.

If a person gives online State Crime Records Bureau (SCRB) report on conviction and involvement and produces original passport, it would be treated as deemed to be police verified for registration of PSVs, he said.

The minister said owners having a valid driver public service badge issued by the transport authority would also considered as police verified.

“Submission of a valid certificate not old than six months issued by police officers not below the rank of ACP certifying the residential address of the owner along with the SCRB report will also be treated as police verified for this purpose,” said Goswami.

“For registration of additional public service vehicle in the same name and address, the documents will not be required again for a period of one year from the date of issuance of such a certificate, but the applicant has to submit self-attested photocopies on each occasion,” added Goswami.

The transport department has exempted vehicles owned by central government, state government, public sector units, autonomous bodies of Centre and state governments, local bodies, recognised educational institutions, authorised motor driving training schools from police verification.

Cluster bus operators approved by the transport department, hotels and tourist transporters approved by ministry of tourism, registered hospitals, nursing homes, approved radio taxis and rent a cab operators do not need to get verification clearance from the police.

He said the new guidelines would not only streamline the procedure but also go a long way in providing relief to applicants from the hardships faced during the previous cumbersome procedure.
