'Corpns delay regularisation process'

All three civic agencies interested in hoarding money: UD minister

The three municipal corporations of the city were creating obstacles in the ongoing process of regularisation of unauthorised colonies, said urban development minister Arvinder Singh on Friday.

 
He alleged that they were more interested in accumulating money by way of illegal practices in the run up to the next Assembly elections.

The three civic bodies have expressed their inability in approval of lay out plan (LOP) of the 895 unauthorised colonies that were regularised by the Delhi government in August 2012, said Singh.

“The civic bodies are under the wrong impression that LOP is only to be approved for 312 colonies on private lands although the city government has mandated that the process is to be completed in respect of all 895 such colonies.

The party in power in the civic bodies has been working overtime to mislead people on regularisation of colonies as the completion of process would expose them in the eyes of people,” said Singh.

He further said that no matter what tricks the BJP-ruled civic bodies play, all the unauthorised colonies in the city would be regularised by Delhi government in times to come.

The finalisation of boundaries of all 895 colonies has been done by the city government and now the corporations are mandated to finalise LOPs on the principle of as-is-where-is basis within the boundaries. The purpose of LOPs is to make ground for sanction of building plans.

Singh demanded that if corporations are not willing to finalise LOPs of these regularised colonies, they must give a written guarantee that building plans would be sanctioned in such colonies.

“The corporation leaders are expressing their inability in approval of LOPs citing reasons of inadequate manpower and lack of funds.

This, when the city government has already provided Rs 1 crore interest-free loan to each corporation to speed up the assigned item of work. This only shows that they are more willing to keep pending the regularisation process as it suits their political agenda,” said Singh.

People of Delhi would never forget the irresponsible and negative attitude of BJP and would teach them a lesson in the next Assembly elections.
