<p>The department of industrial policy and promotion and the department of economic affairs have paved the way for setting up of campuses of foreign universities in India, giving nod to a proposal of the Human Resource Development (HRD) Ministry.<br /><br /></p>.<p>The ministry formulated rules recently seeking to allow establishment and operation of campuses of foreign educational institutions as not-for-profit legal entities under Section 25 of the Companies Act.<br /><br />The move will allow the entry of foreign institutions in the country through an executive order, as a Bill seeking to achieve a similar objective continues to remain pending for passage in Parliament for over three years now.<br /><br />The ministry claims that it formulated the University Grants Commission (Establishment and Operation of Campuses of Foreign Educational Institutions) Rules, exercising powers vested into the central government to make rules under the UGC Act of 1956.<br /><br />“The Ministry sought comments of the department of industrial policy and promotion and the department of economic affairs on the Rules. Both departments supported the proposal,” said a ministry official. Under the proposed Rules, any foreign educational institutions can set up its campuses in India once it is notified as a foreign education provider by the UGC. Each institution would be required to maintain a corpus of not less than Rs 25 crore.<br /><br />The UGC would grant permission to only those institutions which rank among the top 400 universities of the world, as per the rankings published by Times Higher Education, Quacquarelli Symonds or the Academic Rankings of World Universities by Shanghai Jiao Tong University.<br /></p>
