M'rashtra top cop succumbs to burns

Maharashtra’s Additional Director-General of Police RK Sahay who had sustained burns after catching fire in his residence 20 days ago died in a hospital, here on Thursday.

On September 14, Sahay was rushed to Bombay Hospital by his relatives with 60 per cent serious burns enveloping his entire body; his relatives mentioned that Sahay had accidentally caught fire, but admitted that he was going through depression.

Early this week his vital organs had started failing. On Thursday morning most of his organs like kidney and liver stopped functioning completely and finally after getting a nod from the family the doctors removed the life-support systems.

Sahay, an Indian Police Service (IPS) officer of 1986 batch, recently submitted an inquiry report detailing alleged corrupt practices that had taken place in Maharashtra State Road Transport Corporation (MSRTC) when 1991 batch IAS officer Deepak Kapoor was at the helm of its affairs. Kapoor had also been with Nationalist Congress Party leader Praful Patel in the Civil Aviation Ministry at the Centre before joining MSRTC.

Sahay as the Chief Vigilance Officer of MSRTC before being promoted as Additional DGP three months ago, began making inquiries into alleged misuse of power and charges of corruption.

It is an open secret that there has always been a bitter relationship between the two services-IAS and IPS and MSRTC was a witness of this acrimony between a junior IAS officer and a senior IPS officer as well as clashes of ego over seniority issues.
Grapevine has it that Sahay’s report had indicted Kapoor and state Anti-Corruption Bureau (ACB) has been seeking a nod from government to initiate investigation and prosecution process against Kapoor.

However, the inquiry report had attracted a lot of adverse remarks from several quarters as the “report being vindictive in nature.” Sahay was reportedly also under pressure from some of his seniors and was quite depressed over the hostility meted out to him.
