Safety rules apply to govt schools also

Principals, HMs face jail for violation

The safety guidelines issued by the City police on Saturday apply to all government and private schools. Headmasters or principals are solely responsible for the implementation of the norms, failing which they face imprisonment.

Bangalore Police Commissioner M N Reddi on Sunday clarified that there is no discrimination between government schools — run by State and Central governments as well as the Bruhat Bangalore Mahanagara Palike (BBMP) — and private ones. “Students’ safety is of utmost importance, irrespective of who runs the schools. 

The government school authorities should compulsorily implement the guidelines,” Reddi told Deccan Herald. 

He said all the schools functioning under the jurisdiction of Bangalore city police commissionerate will have to mandatorily implement them. 

The police have set August 31 as the deadline for the schools to implement the guidelines which will be applicable to pre-nursery, nursery, primary and high schools. 

The guidelines, which have been issued under Sections 65(D) and 70 of the Karnataka Police Act, will officially reach the schools in a few days.

Meanwhile, a senior police officer said action could be taken under Indian Penal Code Section 188 (disobedience to order duly promulgated by public servant) for failure to comply with the guidelines.

 Headmasters or principals will be solely responsible for the violation of commissioner’s order. The violation attracts simple impris­onment which may extend to one month or with fine that may extend to Rs 200 or both, the officer said. 

Asked about the possibility of government schools finding it difficult to implement the guidelines before August 31, particularly installation of CCTV cameras and appointing additional staff that require financial and administrative approvals from the government, Reddi said it is up to them to decide. 

“They should sit together, discuss and take a decision. We want them to implement the guidelines which have been issued in the best interest of the students,” he said.

There are many schools in the City which are run by Central government departments, such as Kendriya Vidyalayas and Army Public Schools. Besides, there are hundreds of primary and high schools run by the State government and the BBMP.

Meanwhile, office-bearers of managements of private schools are expected to meet the police commissioner to seek extension of the deadline.?They are also planning to request the commissioner to drop a few guidelines as their implementation will require additional human and financial resources.

Additional Commissioner of Police (Law and Order)?Alok Kumar said senior police officers will take a suitable decision if there is any such request.
