'Non-Karnataka vehicle owners being harassed'

Agitated owners move Supreme Court against transport department

The Transport department’s ongoing drive against  non-Karnataka vehicles in the City, asking the owners to pay Lifetime Tax, has angered many of them and some have even filed a PIL in the Supreme Court against the department alleging highhandedness.

The owners of vehicles, registered outside the State, alleged that the department was illegally charging them lifetime VAT on the Lifetime Tax, which they had already paid at the time of purchasing the vehicle.

They said that officials were asking them to pay tax on tax which they had already paid to the state where they had purchased the vehicle.

One of the aggrieved persons paid the entire tax amount again. “Moreover, in all other states except Karnataka, the life time tax is collected on an outstation vehicle only on its ex-showroom price,” said the person on the condition of anonymity.

The Transport department officers too acknowledged the fact that other states didn’t include the VAT amount for a life time. However, they said that since Karnataka had amended the rules, this clause was also added.

Speaking to Deccan Herald, Transport Commissioner Dr Ramegowda said “ We are aware of other states' rules in this regard. But since the rules were amended in Karnataka, we have to follow our own rules and there is no illegality involved in it.”

Not only this, the outstation vehicle owners also alleged that the transport department's enforcement teams were illegally confiscating the vehicles against their own rules, listed on the website. They said that Section 47 and Section 177 of Motor Vehicle Act states that plying the outstation registered vehicle beyond the permissible time limit can attract a fine amount of Rs 100-Rs 300.

Another harassed owner said that if the State government had amended the rules then they should have at least updated the same on their official website as most of the people who are new to the City go to the official website to know about the State’s rules, which are misleading in this case.

In fact, a peeved group of outstation vehicle owners filed a PIL in the Supreme Court on Tuesday.
