Reservation in outsourced jobs likely

 The State government has proposed to amend the Karnataka Scheduled Castes, Scheduled Tribes and Other Backward Classes (Reservation of Appointment) Act 1990, to extend reservation policy to appointments for various jobs outsourced by government departments and government aided institutions.

Addressing a press conference on Tuesday, Social Welfare Minister H Anjaneya said social justice was being denied in jobs that are being outsourced by government departments as the provisions of the 1990 legislation do not extend reservation benefits to this sector.Anjaneya said the amended bill would be tabled in the winter session of the legislature. At present, one lakh jobs are being outsourced by government departments and affiliated institutions of the government. 

The government will put in place a monitoring mechanism to ensure that employees in outsourced jobs are not fleeced by recruiters. 

The social welfare department will phase out outsourcing of jobs and will recruit employees directly, he said. Anjaneya said all departments have been directed to compile a list of backlog vacancies since 2001 and submit a report within a month.
