BBMP chief accounts officer to forfeit retirement benefits

His various decisions have caused financial losses to the Palike

Sending a strong message to corrupt officials in the Bruhat Bangalore Mahanagara Palike (BBMP), the BBMP Council on Thursday passed a resolution to cancel the medical allowances, pension and settlement amount post retirement of Chief Accounts Officer H T Krishappa.

The Council also decided to repatriate him to his parent department. The action was taken against Krishnappa for allegedly sending 13 auditors from Palike's accounts department to various universities in the State ‘on official duty’ (OOD), without seeking permission from the competent authorities.

The illegality involved in the case is that these officers had come from State accounts department on deputation and while serving in other universities, they are still drawing salaries from the BBMP. This way, the Palike suffers from financial loss.

These 13 officers are assistant controller of finance Jayaprakash, audit officers C V Nagaraj, Chandradhar, accounts superintendents Girish, Shashidhar, auditors Naveen Kumar, B Ronan, Chandrakanth, Shivarajappa, Manjunath, Keshava Murthy, Muniraju and Vijendra. Palike also passed resolution to send all these 13 officers to their parent department.

Retired auditos hired

While these 13 officers were sent on OOD, Krishnappa managed to bring 10 retired auditors on the pretext of shortage of staff. These retired auditors too are drawing salaries from the BBMP.

If this was not enough, Krishnappa deposited Rs six crore of Palike’s money in Gubbi Credit Cooperative Society in Tumkur, which is almost 120 km away from the City. 

The existing laws permit the BBMP to deposit only in nationalised banks and not the non-scheduled bank like Gubbi Credit Cooperative Society. This was allegedly done to benefit his relative, who is said to be the chairperson of the cooperative society. 

The society was reportedly in need to show at least Rs six crore in its account to avail benefits of some financial schemes of the State government and the Central government.

Special committee

The Palike will form a committee to look into all its 658 accounts across the City for streamlining its finances, said the BBMP Commissioner M Lakshminarayana.

During the BBMP Council meeting on Thursday, Chickpet corporator A L Shivakumar pointed out that there are more than 600 bank accounts in the BBMP hindering the assessment of its financial position. He also said whether the BBMP required so many bank accounts at a time when the bank operations can be performed through core-banking.

In reply, the Commissioner said, “A committee would be set up to streamline BBMP’s bank accounts. It will also probe the necessity of having so many bank accounts.”

Garbage problem

There was a din in the Palike council for a short period when the Congress corporators jumped into the well of the house in support of Jnanabharathi ward corporator Govindaraju who staged a dharna inside the council protesting against the poor clearance of garbage in his ward. Normalcy returned after Mayor N Shanthakumari pacified the Congress leaders.

Govindaraju said Rs 20 crore has been allocated for his ward but still garbage is not removed. The Joint Commissioner of Rajarajeshwari Nagar Zone, Bheemappa told the Mayor that the contractor firm BVG India has failed to perform its duty duly, due to which the garbage clearance was not happening. 

He added that the Palike is contemplating to cancel the contract given to the BVG India in two wards.
