State to draw Rs 3,296 cr more from Consolidated Fund

Both the Legislative Assembly and the Council on Friday approved amid uproar by the Opposition an appropriation bill that seeks to draw an additional Rs 3,296.46 crore from the Consolidated Fund of Karnataka in the current financial year.

Leader of Opposition in the Assembly, Jagadish Shettar, said the supplementary estimates did not mention the Rs 400 crore promised for the development of Hyderabad Karnataka region at the recent Kalaburagi Cabinet meeting. The government has also not earmarked any funds for the development of Ballari district as promised by the chief minister recently.

This is testimony to how the Congress government is trying to “hoodwink” the people of north Karnataka. It wants to incur an additional expenditure of Rs 3,296 crore without allowing a debate on the demand for grants, Shettar suggested. All the BJP members trooped into the well of the House, protesting the move.

Chief Minister Siddaramaiah then announced that funds would be allocated for the Hyderabad Karnataka region and Ballari in the third instalment of supplementary estimates.

Of the Rs 3,296 crore, the government has sought to spend Rs 20 crore on upgrading roads in areas where sugar factories are located. But it is unclear if roads will be developed near all the 60 sugar factories. At least three ministers own and run sugar factories in the State.

Besides, the government wants to spend Rs 2.50 crore on preparing a detailed project report on the controversial project to fill minor irrigation tanks in Bengaluru Rural, Kolar and Chikkaballapur districts with the treated water generated in Bengaluru City.

The Tamil Nadu government has already raised objection to the project as it involves diversion of sewage water that flows through the Dakshina Pinakini valley.
