Finally, official held for harassing City woman

An immigration assistant at the Indira Gandhi International (IGI) Airport in the national capital was arrested late on Wednesday for sexually harassing and stalking a female passenger from Bengaluru.

He was released on bail within hours, police said. Vinod Kumar faces a case under Sections 354-A (sexual harassment), 354-A (stalking) and 509 (word, gesture or act intended to insult the modesty of a woman) of the Indian Penal Code filed with IGI Airport police station.

The FIR was filed after the 37-year-old woman sent a complaint through e-mail to Deputy Commissioner of Police (IGI Airport) MI Haider and the SHO of IGI Airport police station on March 28. The arrest was made after police recorded the woman’s statement before a magistrate in which she corroborated her allegations against Vinod.

“We had sent a team to Bengaluru to get the victim’s statement recorded before a magistrate under section 164 of the Code of Criminal Procedure,” Haider said. The incident occurred when she was travelling from Bengaluru to Hong Kong via Delhi on March 19.

The woman was subjected to a volley of offensive and inappropriate queries by Vinod after landing at IGI Airport. Vinod, apart from asking her if she smokes or drinks, wanted to know if she “had fun with other men” when her husband was not around.

He also chased her on the travelator and kept asking her vulgar questions. But when she took out her mobile phone and started talking to a friend, he left.

The woman was asked to come to the Capital or send a complaint for the registration of the case, whereupon the woman chose to send an e-mail.

The Union Home Ministry had earlier placed Vinod under suspension and initiated departmental disciplinary proceedings.  The woman’s father-in-law had earlier complained with the Bureau of Immigration, which comes under the foreigners’ division of the Home Ministry.
