Telangana sent reports to wrong address

The Telangana Police who have shot dead five suspected SIMI undertrials in a police van on their way to a court here on April 7, are yet to submit reports of the incident to the NHRC.

During a public hearing here on Thursday, NHRC Registrar A K Garg wanted an explanation from Navin Chand, IG (Warangal), Telangana government. The IG’s reply baffled the NHRC full bench as the Telangana government has been sending its mail to the old address, while the NHRC has moved to the current address at GPO Complex, INA in New Delhi.

Complainants in the case and civil liberties organisations said the delay was deliberate even as the Warangal IG admitted that it was a mistake and will submit all the reports to NHRC soon.

Responding to a several complaints, including plaints from the father of one of the five undertrials, Al India Jamaitul Quraish, Social Institution for Legal Remedies, Telangana Forum for Justice and others, the full bench asked the Telangana government to speed up the Judicial enquiry and also to transfer the ongoing enquiry by the State Human Rights Commission into the encounter to the NHRC.

The NHRC asked why the undertrials were kept far away in Warangal central prison while they have to visit Hyderabad for frequent hearings at the criminal courts. The NHRC also wanted to know why a particular undertrial, Zakir, was transferred to Warangal jail from Chanchalguda Jail here a day before the encounter. The Warangal IG explained that all the five deceased were violent in nature and are known Islamist activists accused in the murder of three home guards and one police constable in cold blood.
