Land bill in RS next week

The government is likely to table a bill to replace the contentious land acquisition ordinance towards the end of the Rajya Sabha session early next week.

While the Lok Sabha is coming to an end on Friday, the Rajya Sabha, after the two-day weekend, break will have three more sittings till May 13.

Clearing ambiguity on the fate of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (Amendment) Bill, 2015, a senior Union minister said the government is expected to introduce it any time from next Monday in the Rajya Sabha, where it is way short of majority.

As a result, it is unlikely to see it through if the Congress-led Opposition puts its foot down. If the bill is defeated in the Upper House, one option left before the government is to convene a joint session of Parliament and use the numbers in the Lower House to push it through.

In the first part of the Budget session, the Lok Sabha had cleared the bill with six amendments on March 9.

The government, however, did not introduce the bill in the Upper House immediately, knowing well that it would be defeated since the combined Opposition is adamant to scuttle it in its present form.
