Feedback on land bill sought

The joint parliamentary committee (JPC) examining the contentious amendments to the land acquisition bill has invited suggestions from the public and other stakeholders on the proposed changes.

The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (Second Amendment) Bill, 2015, is presently pending in the Lok Sabha as it has been referred to a JPC headed by BJP MP S S Ahluwalia.

“It has been decided to seek the views and suggestions from various public bodies, organisations, associations, individuals and other stakeholders,” a Lok Sabha Secretariat communique said. The last date for submission is June 8.

All those who wish to submit their views or suggestions to the committee should send two copies of their written memoranda or suggestions either in English or Hindi to  Joint Secretary (RS), Lok Sabha Secretariat, Room No 328, Third Floor, Parliament House Annexe, New Delhi-110001.

“The memoranda would form part of the records of the committee and would be treated as confidential and would enjoy privilege of the committee. Those who wish to appear before the committee, besides submitting the memoranda, are also requested to specifically indicate so. However, the committee's decision in this regard shall be final,” the Lok Sabha Secretariat stated.

The panel is likely to have its first meeting on May 29.The passage of the proposed amendments, which the government says would ease acquiring land for business, had hit a roadblock after the Opposition remained united against the bill. 

Earlier, a select committee of the Rajya Sabha had invited suggestions on the Real Estate (Regulation and Development) Bill, 2013. The bill seeks to establish a Real Estate Regulatory Authority for regulation and promotion of the real estate sector and to ensure sale of plot, apartment or building, in an efficient and transparent manner and to protect the interest of consumers in the sector and establish the Appellate Tribunal to hear appeals from the decision, directions or orders by the authority.
