Citizen charter to monitor Palike performance

Various residents’ welfare associations, civil society organisations and citizens have formed an umbrella organisation of Citizen Charter for Bengaluru (CCB) to fight against corruption in the Bruhat Bengaluru Mahanagara Palike and ensure a transparent and citizen-centric governance in the civic agency.

An initiative by the Namma Bengaluru Foundation (NBF), the CCB has set up a mechanism to monitor governance in Bengaluru on four major parameters. It will conduct a citizens’ survey called the - Namma Bengaluru State of the City Report, measurement of corporator performance by putting up a Corporator Report Card, ensuring ward participation in development plans and availability of ward-level information in the public domain.

Organisations, which have joined hands with the NBF, are, Bengaluru Residents’ Associations Ensemble (BRACE), Koramangala 3rd Block RWA, Biome, Whitefield Rising, Forward-Hebbal, Chellakere Lake Group, Solid Waste Management Round Table, Civic, Friends of Lake and Horamavu Parisara Abhivruddhi Samithi.

Announcing the launch of the CCB on Thursday, Sridhar Pabbisetty of NBF said the chronic mal-administration and mis-governance at the BBMP will be detrimental to the future of the City. It is, therefore, imperative that the citizens and institutions working towards a better Bengaluru collectively demand for good governance.

He added that the issues CCB will address are - zero accountability for the loss of life and limb whenever an eventuality happens, misuse of public assets such as park, playgrounds and CA sites, systematic apathy towards management of garbage, sewage and water issues, disappearing lakes and illegal commercialisation of residential areas.

On the occasion, retired IAS officer V Balasubramanian said the current structure of the BBMP will not be able to deliver on the objectives of a corruption-free and efficient administration. There is an urgent need to upgrade the administrative capacity and efficiency in the BBMP.
