The Bruhat Bengaluru Mahanagara Palike (BBMP) has decided to bring the khata issuance services under Sakala, the timely citizens' services guarantee scheme. This will help citizens get khata within a week of applying for it.

BBMP Special Commissioner (Revenue) V Rashmi in a circular issued on July 22 said, “Khata issuance will be brought under Sakala with immediate effect.”

The Palike is making arrangements to provide khata documents within a week of applying for it. Officers have been told to display the services provided under the Sakala scheme at all the BBMP offices. Applications must be accepted in the prescribed format, receipt be generated and given to the applicant, the circular says. Joint commissioners, deputy commissioners and the revenue officers must complete the inspection work in a week's time. In case of delay, the applicant must be paid compensation, the special commissioner mentioned in the circular.

The time-bound khata issuance services never came into effect in the 64 centres of the BBMP. Many offices show only one or two applications pending under Sakala scheme. The failure made the Palike officials to prepare a list of mistakes not to be repeated.

It was found that boards displaying the list of services under Sakala scheme have not been put up. Applications were disposed of bypassing the rules and the deadlines were given a go-by. No punitive action was taken against officials responsible for the delay.

The circular directs the officers to organise special khata camps to ensure that the khata reaches the doorstep of the applicant.
