Supplementary estimates exceed Rs 10,000 cr
The supplementary estimates to the tune of a whopping sum of Rs 10,009 crore was tabled in the Legislative Assembly for discussion on Tuesday.
The sum includes Rs 1,835 crore covered by central assistance, Rs 165 crore covered by other receipts and Rs 777 crore by adjustments. This apart, there are add-on recoveries amounting to Rs 2,100 crore. The net outgo of cash is Rs 5,131 crore.
It is probably the first time that the supplementary estimates have crossed the Rs 10,000 crore mark. The revenue expenditure is Rs 6,790 cr and the capital expenditure is Rs 3,218 cr. In the budget proposals for 2009-10, the total outlay was estimated at Rs 58,100 cr.
A major chunk of the supplementary estimates have been charged for the urban, rural development, Public Works Department, and Panchayat Raj, energy and revenue.
Additional grants sought
Every department has found the budgetary provision for salaries to be inadequate and has sought additional allocation. The funds for several programmes have also fallen short and the state government has sought to make up the difference in the supplementary estimates.
For instance, the government has sought an additional Rs 25.07 crore as interest subsidy on crop loan due to inadequate budget provision in 2009-10.
Supply of food grains
An additional sum of Rs 300 crore has been set-aside to meet the expenditure for supply of food grains to card holders. An amount of Rs 300 crore has been provided as equity contribution to Bangalore Metro Rail Corporation Limited. An additional amount of Rs 332 crore has been included to take up development of roads.
The government has also sought the permission of the House to ratify its decision on providing an additional amount of Rs 100 crore to ongoing works of Krishna Bhagya Jala Nigam and another Rs 150 crore for works of Karnataka Neeravari Nigam.
Other major expenses include Rs 23.82 crore to meet the expenditure incurred for celebration of 500th anniversary of Krishnadevaraya’s coronation; Rs 80 lakh for construction of Taluk Panchayat office building in Shikaripura and Rs 50 lakh for construction of Sadu Veerashaiva Samudaya Sadan in Shikaripura.
