<p>The state Cabinet on Wednesday decided to order an interdepartmental probe into the utilisation of Rs 1,048 crore since 2009 released for civil works for schools. The move follows charges of inordinate delay in execution of projects taken up under the Rashtriya Madhaymik Shikshana Abhiyan. <br /><br /></p>.<p>Briefing reporters after the Cabinet meeting, Law Minister T B Jayachandra said as many as 210 civil works, including construction of school buildings, at an estimated cost Rs 1,907 crore had been finalised in 2009 (when the BJP government was in power) under the Rashtriya Madhaymik Shikshana Abhiyan. Of this, the state’s share amounted to Rs 1,119 crore. <br /><br />Jayachandra said a total of Rs 1,048 crore (including state and the central governments’ share being Rs 641 crore and Rs 707 crore respectively) had been released up to 2013 for execution of works. <br /><br />However, there have been charges of inordinate delay in completion of works and also lapses in the utilisation of funds. At the same time, an additional amount of Rs 199 crore had been sought for completion of works over and above the grants sanctioned. <br /><br />He said an interdepartmental inquiry comprising officials of the public works, education and law departments will probe the charges. He said the panel has been given two months to submit its report. <br /><br />The state government had earlier ordered a Lokayukta inquiry into the matter but the probe did not make any headway. Jayachandra said the government will decide on its next course of action following the recommendation of the panel. At the same time, work on projects for which work slips had been sanctioned will continue, he said. <br /><br />Jayachandra said the Cabinet decided to allow deferred payment by Department of Information and Public Relations for the 100 acres of land sanctioned for construction of a Film City at Immavu in Nanjangud taluk in Mysore district. The government has proposed that the Film City be developed under a public-private partnership (PPP) model. <br /><br />The state Cabinet also gave its approval for the constitution of the Banavasi Development Authority in Uttara Kannada district. <br /><br />Banavasi, one of the oldest towns in the state, was the capital of the kingdom ruled by the Kadamba Dynasty. The town, situated in the midst of a forest, is known for its Madhukeshwara temple built in the 9th century.<br /><br />Winter session next month<br /><br />The winter session of the state legislature will be held between November 21 and December 2 in Suvarna Vidhana Soudha, Belagavi. The total working days would be 10 days, said Law Minister T B Jayachandra.<br /><br />Quarters for judges<br /><br />The state cabinet on Wednesday approved construction of four quarters for judges of the Karnataka High Court at a cost of Rs 10 crore near Hebbal in Bengaluru. According to official sources, the new bungalows will come up at a plot originally owned by the Karnataka Agro Industries Corporation in Hebbal where there are already 15 quarters for judges.
