Funds for local bodies to be achievement-based

Fourth State Finance Commission Chairman C G Chinnaswamy, on Wednesday, said, in future, funds for local bodies would be released only on the basis of their achievements. He therefore suggested that henceforth, the local bodies should prepare a priority list and take-up development works.

Addressing representatives of local bodies at the ZP hall, here, Chinnaswamy said, the local bodies should take steps to improve standards of education and provide job opportunities to people to reduce the attrition rate. He said this would prevent the increase in migration of rural population to cities in search of better prospects.

He said a report in this regard would be submitted to the government after studying the development works taken up so as to decide the future course of action.

In the year 2015, the Third State Finance Commission had recommended 32% of state profit for panchayats and 10% for city and town municipal councils. Now, a fresh report would be submitted, he added.

Member H D Amarnath said, due to the vision of Nalwadi Krishnaraja Wadiyar, the district had received irrigation facilities but rued the fact that the district had not developed adequately in the past three decades.

“The Industrial sector has not developed and farmers are not experimenting with any other crop except sugarcane and paddy,” he lamented and urged the local bodies to become more self-sufficient. ZP, TP and GP members gave their suggestions during the meeting.
