Rs 100 crore corpus to help SC/STs to get loan

 An amount of  Rs 6,363 crore has been allocated for implementation of schemes under the social welfare department. The schemes proposed give impetus to education and employment for youth from the scheduled castes and scheduled tribes.

To make it easier for SC/ST entrepreneurs to avail loans, the budget proposes to set up a corpus fund of Rs 100 crore with assistance from credit guarantee fund trust for furnishing collateral security.

Unemployed youth with driving licences, 3,500 from SC and 1,500 from ST communities, will be provided subsidy of up to Rs 3 lakh or 50% of the vehicle cost to purchase tourist taxis. For professionally qualified youth who wish to start their own self-employment units, the government proposes to provide subsidy of Rs 2.5 lakh or 50% of the unit cost to 1,400 SC and 600 ST beneficiaries.

Villages where SCs and STs constitute 50% or more of the population will be developed under the chief minister’s model village programme. Welfare schemes of other departments will be clubbed to provide grants for the development of these villages.

It is proposed to set up five new district scheduled tribe welfare offices to add to the existing 14, for effective implementation of various schemes. The government promises to create special rules to employ members of tribes living in forests and having special knowledge of conservation practices as guards, watchers and in other posts.

The budget states that a proposal will be sent to the union government to constitute Karnataka Tribal Advisory Council under Schedule V of the Constitution.
