CRPF IG alleges fake encounter by forces in Assam

A CRPF Inspector General's account that two persons were killed in a fake encounter in Assam two months ago claiming that they were NDFB rebels has triggered a hornet's nest with the Ministry of Home Affairs (MHA) seeking a detailed report.
 
Rajnish Rai, a 1992-batch IPS officer of Gujarat cadre posted in the north-east, has sent a report to the CRPF after he conducted a "discreet" inquiry on his own on the joint operation in Simlaguri area of Chirang district on March 30 in which two persons, claimed to be insurgents of banned NDFB (S).

The joint operation was carried out by a team of Assam Police, Army, CRPF and its jungle warfare unit CoBRA and the Sashastra Seema Bal (SSB).
 
In his 13-page report, Rai claimed that the FIR filed by the joint team on the operation was a "fictitious account" to "conceal pre-planned murders" of two persons in custody and "present it as some brave act of professional achievement".

According to Rai, the duo Lucas Nazary and David Islary were already in custody and the entire encounter operation was "very likely to be a case of premeditated custodial killing". The weapons were planted on them, the report claimed.
 
The joint team has claimed in the FIR that the duo died in an exchange of fire.
 
"It is necessary to entrust the investigation of this matter to an external independent agency for an unbiased, impartial and thorough investigation...The security forces involved in the joint operation must truly reflect how systems and processes have weakened over a period of time, resulting in commission of such unlawful acts in a planned and coordinated manner.

It is absolutely necessary that urgent systemic reforms be initiated to prevent such wrongdoings in future," Rai said in his report.
 
He had also sent a copy of the report last month to the Chief Secretary of Assam and Chairperson of the Unified Command of security forces, the Central Reserve Police Force headquarter, the General Officer Commanding (GOC) of the 4 Corps in Assam and the Director General of the SSB.
