KPSC told to provide answer script to candidate

The State Information Commission has directed the KPSC to provide answer scripts to candidates. S Pavan Kumar had filed an appeal before the commission when his application under the RTI Act seeking answer scripts was rejected by KPSC.

Kumar filed the application in May 2017 seeking his answer scripts and evaluation sheets which detail marks awarded for each question and the model answer sheet for the probationer’s (main) examination held in September 2015. KPSC rejected the application stating that even the UPSC does not provide answer scripts.

After a detailed hearing, the State Information Commission quoted a Supreme Court judgement that an evaluated answer book becomes a record containing the “opinion” of the examiner. “Therefore, the evaluated answer book is also an information under the RTI Act,’’ it noted.

State Information Commissioner N P Ramesh directed KPSC to provide information to the candidate within 30 days.
