NIC to develop software for E-way bill system

Bengaluru, dhns:  The government has done away with the process of calling tenders to expedite the development of software for the early roll-out of E-way billing system.

The government has awarded the contract to  National Informatics Centre (NIC) to develop the software, as the lack of check-posts has hit the Goods and Services Tax (GST) collection due to illegal transportation, claimed GSTN officials.

"The tender process would have taken six months. Since NIC had already implemented it in Karnataka, we decided to give the contract to them," a senior GSTN official told DH.

The government, on Saturday, decided to rollout the uniform e-way Bill compulsory by February 1, 2018 as against April 1.

The government has also made an advance payment of Rs 40 crore to the NIC for its implementation. Karnataka has been nationally ahead of other states in case of e-way billing rollouts. The state has rolled out the billing model on September 12 this year.

Karnataka has been generating close to 1.2 lakh bills per day under the system, and the national number is expected to touch 13 lakh per day by July.

"It has been observed that the loss of revenue in October has happened due to the illegal intra-state transportation. So GST Council has decided to advance the rollout of e-way bill systems," Sushil Kumar Modi, Bihar Deputy chief minister and head of the group of ministers (GoM) for addressing GSTN glitches said.

The System to be ready by January 16, 2018, and would be put to trail for 15 days. The intra-state movement will be implemented across the country by June 1, 2018.

The total collection on the GST for October slipped by almost 10% to Rs 83,346 crore as compared to Rs 92,000 crore in the previous month. Finance Ministry back then had attributed it to the normalisation of the tax revenues and lowering of tax rates, athough they were not applicable for month of October.

The implementation of the billing system will be overseen by Modi-led GoM.

On GSTN glitches, Modi said that the complains on GST Seva Kendras have reduced by 80% since GoM held its first meeting.
