HRD Ministry orders framing of fresh regulations for non-teaching staff

The Human Resource Development (HRD) Ministry has begun a move to frame fresh regulations for the appointment and promotion of the University registrars and other non-teaching employees.

On an instruction from the Ministry, the University Grants Commission has recently constituted a committee under Sushma Yadav, a member of the Commission, for preparing a draft of the regulations.

This comes two months after the HRD Ministry notified the revised salary of the non-teaching employees of universities and colleges under the seventh pay commission recommendations.

The panel will "frame" minimum qualifications and other service conditions for the registrar, deputy registrar, assistant registrar, controller of examination, deputy controller of examination, assistant controller of examination, finance officer, deputy finance officer, assistant finance officer and equivalent cadres in universities and colleges.

"For this, the committee will examine the existing minimum qualifications and other service conditions of these non-teaching employees. It will also hold consultation  with the various stakeholders including the teaching community," a UGC official said.

The committee will also frame guidelines for promotion of the people, who have been recruited and will be recruited under the cadres of registrar, controller of the examination and finance officer in universities and colleges.

The panel has also been tasked to look into "the cases of anomalies, if any," in the promotion for the cadres of registrar and controller of examination, and suggest "remedial measures," the official added.
