TDR value only when in circulation: DC
‘There is a need to spread awareness on TDR and its advantages’
Deputy Commissioner V Ponnuraj said that Transferable Development Right (TDR) is like currency, which has value only when it is in circulation.
Addressing a workshop on Development Right/Transferable Development Right organised by Confederation of Real Estate Developers’ Association of India (CREDAI) Magalore unit, the DC said that both people and the government need to look at TDR more liberally.
“We speak of comprehensive development but we have to realise that if at all over development was comprehensive, then there would have been no need for road widening at all,” said DC adding that TDR is a product of two negatives namely the Zonal Regulation restricts and restricting Zonal Regulation.
He said that the basic approach of TDR is to bifurcate ownership and development right, that is either surrender land itself or surrender right to develop the land. Putting it in simpler terms, DC said that it is a ‘cushion against Zonal Regulations’.
TDR, as said by DC, can be mainly used in case of road widening, re-development of town, slum development, preserving heritage, developing parks, developing public utility structures, maintaining an area as green belt etc. However, in India, it is mainly used as tool by Government during road widening.
Ponnuraj said that TDR can be successful only when TDR market is in place, Mangalore City Corporation/MUDA is proactive and acts as TDR bankers.
He said that there is a need to spread adequate awareness on TDR and educate public about advantage of TDR.
Inaugurating the workshop, District-in-Charge Minister J Krishna Palemar said that though government has fixed TDR at 1.5 per cent, people are demanding 3 per cent TDR.
“This demand of the people will be met at any cost because we have to live up to the belief and faith that people have kept on us. The proposal is before the government,” said Palemar adding that a parking policy is a must for the city.
He further opined that every realtor developer must pay thought on conserving environment by planting as many plants as possible in their projects. CREDAI Mangalore President K C Naik, Mayor Rajani Dugganna, CREDAI Member D B Mehta, MLA Yogish N Bhat, MUDA Chairman Dr Madhav Bhandary among others were present.
