1. The multi-level parking lot on JC Road has not been used optimally by the  public; 2. Footpath parking is the norm in most residential  areas; 3.3.  Basements of many  commercial complexes in  Gandhinagar are occupied  by shops; 4. 4.  Building bye-law  violations are rampant in  Indiranagar. Basements have turned shopping zones. Currently, PCSLs are still working near Kamalabai School on Queen's Road, Bishop Cotton Girls School, Residency-Convent Road, near Fortis Hospital on Cunningham Road and near Mallya Hospital on Vittal Mallya Road. In all, 53 PCSLs are now in operation, police say. DH
