It has become a routine matter of most government departments to say files are missing or lost whenever unethical transactions are involved and investigations commence. Guilty persons can thus escape easily. But as per the instructions of Karnataka Information Commission,(DH Feb 25), the guilty can't escape and deserve punishment. The information Commissioner K K Misra has said the new law should have a provision to punish the authority for the offence of missing of the file for imprisonment up to five years.  This is a good idea in public interest.
