The national plan will have a special focus on public transport because stemming the growth of personal vehicles on the roads is posing a big challenge as these vehicles are contributing towards accumulation of green house gases.
The plan is being drafted by a sub-committee inside the prime minister’s council on climate change under the Chairmanship of Dr Raj Chidambaram, principle scientific advisor to the government. The 22-member panel has six Cabinet ministers and Planning Commission Deputy Chairman Montek Singh Ahluwalia as its members.
“Our National Plan of Action on Climate Change will be released in June later this year. An area that needs immediate attention is that of public transport. We have asked the Planning Commission to come up with a comprehensive policy in this regard,” Prime Minister Manmohan Singh said at the Delhi Sustainable Development Summit here on Thursday.
The plan will focus on creating plans at the national, sub-national and local level so that the impacts of climate change on the poor can be tackled. “The impact of climate change falls differently on people and the poor are the worst hit. They have the least resources to cope. Action on climate change can then become an action for poverty reduction to reduce the vulnerabilities of the poor people everywhere,” Dr Singh said.
