Currently, community TV is on trial in Belgium, where Alcatel-Lucent has been conducting an IPTV pilot since May 2006.
One hundred and twenty towns have been enlisted to create a personal channel. Viewers can upload videos, and invite family and friends to subscribe. Other channels have been created by small local businesses or organisations.

In a trial conducted in Austria, a net-based TV station allowed 8,000 residents of a town to produce their own local news channel.
All content was produced using camcorders, mobile phones and off-the-shelf software packages and then uploaded via PCs to Alcatel’s MyOwnTV platform. After the videos are uploaded on to the network, the titles would appear in the programming guide alongside Video-On-Demand, to broadcast content. The service provider can set its file size, length and the lifespan for the UGC.
