An amendment proposed by the Modi government seeks to hit at the root of the RTI Act, 2005 – the independence of Information Commissioners; the draft Data Protection law proposes to kill the RTI Act by putting the privacy of errant officials ahead of transparency in governance and people’s right to know; and even without such amendments to the law itself, the RTI is being smothered, simply by the government’s increasing refusal to part with information when sought.
