Special Incentives Beyond Existing Policies Will Be Offered to Entrepreneurs Investing in Madhya Pradesh
Chief Minister Dr. Mohan Yadav stated that Hon’ble Prime Minister Shri Narendra Modi is committed to uplifting even the poorest citizens of India. The transformative progress of India under PM Modi's leadership over the past 11 years is evident through historic decisions. Madhya Pradesh is fully aligned with the Prime Minister’s vision and is actively participating in the nation’s economic and industrial strengthening. The state government will not only offer benefits under its investor-friendly policies but will also provide additional incentives beyond policy frameworks to investors coming to Madhya Pradesh.
CM Dr. Yadav was addressing a special session of the ‘Invest in Madhya Pradesh Business Forum’ in Dubai on Monday. He invited Dubai-based industrialists to invest in sectors like tourism, textiles, and MSMEs in Madhya Pradesh. He emphasized that entrepreneurship is not about hoarding wealth, but reinvesting it to expand businesses, which leads to exponential growth. He appreciated the business acumen of Dubai’s Indian-origin industrialists, who play a key role in the region's development. Dr. Yadav praised the excellence of Dubai’s textile model (Texmas) and said efforts will be made to implement such a model in Madhya Pradesh.
CM Dr. Yadav affirmed that Madhya Pradesh is welcoming investors from every sector. This visit to Dubai was aimed precisely at expanding those opportunities. Both central and state governments are working towards improving the lives of the poorest citizens. The state government is ensuring fair prices for farmers’ produce and is fulfilling its responsibilities in this regard. He highlighted that Indian culture and cuisine also contribute significantly to India’s growing global influence.
The Chief Minister said the state's doors are open to all. Madhya Pradesh is working with a vision for long-term progress. Senior state officials have also provided comprehensive presentations about the state’s advantages to prospective investors.
CM Dr. Yadav noted that Dubai’s deep-rooted trade ties with India date back to the 19th century when it was a center for fishing and pearl diving. The discovery of oil between 1950 and 1970 transformed the region. Today, Dubai is known for its towering skyscrapers and modern infrastructure. The UAE’s inclusive spirit reflects Indian philosophy, and a large number of Indians have adapted and thrived here despite not necessarily having IIT or IIM degrees—their life experiences matter more. He also appreciated the global popularity of Indian spices and cuisine in Dubai. He remarked, “Today, Dubai is also known for metros and bullet trains. But beyond wealth, the love and affection of Indians living here are priceless”.
Operation Sindoor and PM Modi’s Strategic Resolve
CM Dr. Yadav emphasized how the digital age has shrunk the world, making it possible to conduct business worth crores without physical movement. This shift is visible even in modern warfare. Through Operation Sindoor, PM Modi has shown the world that India is capable of neutralizing threats at their roots. While India promotes the message of "Live and Let Live," its fight is not with any nation but with terrorism.
Empowering the Poor Requires a Strong Understanding of Business
Chief Minister added that since 2014, PM Modi has strengthened bilateral ties with Dubai. To truly empower the poor, one must understand the power of commerce. PM Modi has taken consistent steps in this direction, including eliminating 90% of customs duties under CEPA. Dubai has become a gateway to the world, and its model is being adopted globally. From food supply chains to other sectors, Madhya Pradesh will continue to build strong ties with Dubai.
India’s economy, once ranked 11th, is now on its way to becoming the third-largest. The Tata Group has significantly boosted the aviation sector. In India, metros, Vande Bharat trains, and the soon-to-be-launched Ahmedabad-Mumbai bullet train are reshaping infrastructure. Dr. Yadav also praised PM Modi for bringing back India’s gold reserves from abroad, enhancing the nation’s global stature.
Farmer Welfare
CM Dr. Yadav said that the Madhya Pradesh government has devised a strategy to ensure fair prices for wheat and other crops. Efforts are underway to link farmers’ produce with regions that offer better market rates. The state also has an abundance of skilled labor. Entrepreneurs from Dubai and other countries are increasingly showing interest in Madhya Pradesh’s agriculture and food processing sectors.
Senior Officials Highlight MP’s Strengths
Shri Sanjay Dubey, Additional Chief Secretary, Science and Technology, said that India is rapidly becoming a leader in technology. Cities like Indore and Bhopal now offer both talent and infrastructure. Madhya Pradesh ranks high in ease of living, ease of doing business, clean environment, reduced travel time, and a tech-savvy young population. The state has implemented five tech-related policies and is about to launch its SpaceTech policy. Ujjain, once a global hub of timekeeping (prior to GMT), is being developed as a center for astronomy under CM Dr. Yadav’s leadership. The state is emerging as a hub for startups, drones, SpaceTech, AI, and e-governance, backed by over 18 dedicated policies.
Shri Shivshekhar Shukla, Principal Secretary, Tourism and Culture, described Madhya Pradesh as the “Heart of India” with a rich historical, cultural, and religious heritage. The state boasts over 800 heritage sites, 18 UNESCO World Heritage Sites, 12 national parks, 6 tiger reserves, and 3 biosphere reserves, earning it the titles of Tiger, Cheetah, and Leopard State. The establishment of Mahakal Lok has significantly boosted spiritual tourism. Sixteen projects and 18 tourism policies are driving investments in the tourism and hospitality sector. Madhya Pradesh is now becoming a major center for film tourism.
Shri Raghvendra Singh, Principal Secretary, Industrial Policy & Investment Promotion, remarked that the success of Indians in Dubai is a global inspiration, proving that boundaries are only mental. Under the guidance of PM Modi and CM Dr. Yadav’s leadership, Madhya Pradesh is making rapid strides. Over 700 investor meetings, five international roadshows, and ₹30.7 lakh crore in investment proposals have made the state an ideal investment destination. “Once someone visits Madhya Pradesh, they become a part of it,” he added.
Shri Sahitya Chaturvedi, Secretary General of the Indian Business and Professional Council (IBPC), said CM Dr. Yadav’s visit would lay the foundation for long-term India-UAE partnerships. IBPC, established in 2003, has consistently supported Indian industries in establishing themselves in the UAE and provides full assistance to the Indian diaspora.
Shri Satish Sivan, Consul General of India in the UAE, said that PM Modi’s 2015 visit to Dubai laid the foundation for shared prosperity between India and the UAE. The Comprehensive Economic Partnership Agreement (CEPA) signed in 2022 created an institutional framework to boost trade between the two nations, benefiting India’s MSME sector. CM Dr. Yadav’s visit will open a new chapter in India-UAE relations. He highlighted immense investment potential for Madhya Pradesh in agriculture, food processing, textiles, renewable energy, and startups. The state’s rich forests, wellness sector, cultural heritage, and tourism prospects will surely attract UAE investors.
