New Delhi: Booth Level Officers (BLOs) have visited 1.5 crore households in Bihar as part of the Special Intensive Revision (SIR) of electoral rolls that started on June 25 and handed over Enumeration Forms to 87% or 6.86 crore of 7.89 crore voters by Friday, the Election Commission said.
"The remaining houses could be locked, or of dead electors, or of migrants or of those who may be travelling. Since, the BLO shall be visiting three times to the houses of the electors during the exercise, these figures are likely to increase further," it said in a statement.
Nearly 5% filled-up and signed forms, which is around 38 lakh forms, have already been received by the BLOs, it said.
A senior EC official said the printing, distribution and collection of enumeration forms during the last Intensive Revision in Bihar in 2002 was done during July 15 to August or 31 days. Similarly, the current SIR also provides for 31 days for these processes.
In order to get one’s name in the Draft Electoral Roll to be published on August 1, according to the SIR, the "strict condition" for a voter is to sign and submit the pre-printed Enumeration Form before July 25.
Simultaneous verification of the uploaded forms has also been started, it said adding, despite apprehensions by some quarters, the SIR will ensure that all eligible persons will be included.
"Based on the documents attached or not attached, with the signed Enumeration Form, eligibility verification of each name included in the draft rolls will be done continuously after their receipt. Verification will start vigorously from August 2 onwards after publication of Draft Electoral Rolls," the statement said.
On the basis of the published Draft of Electoral Rolls, Claims and Objections will be received from any parties or person from August 2 and the final electoral rolls will be published on September 30. Appeals can also be filed with the District Magistrate and the Chief Electoral Officer (CEO) after the publication of the final electoral rolls.
