In a bizarre episode that has rattled Bihar’s administrative machinery, a residence certificate was issued not to a human, but to a dog named “Dog Babu”.

The document—complete with a photo, address, and parental names—was generated on July 24, 2025 by the RTPS office in Masaurhi, Patna district.

The certificate identified the animal applicant as Dog Babu, son of “Kutta Babu” and “Kutiya Devi,” with residence given as Mohalla Kaulichak, Ward 15, Masaurhi Nagar Parishad, certificate number BRCCO/2025/15933581.

It carried the digital signature of revenue officer Murari Chauhan—raising immediate alarm over procedural safeguards.

Officials were stunned to discover that the certificate number traced back to a Delhi woman’s genuine documents, including her Aadhaar and spouse details—clear evidence of tampering or reckless data misuse.

As Masaurhi Circle Officer Prabhat Ranjan stated, “This isn’t prank, it’s a serious case of tampering with official government documents. Misuse of the revenue officer’s digital signature will be thoroughly investigated.”

Meanwhile, independent MP Pappu Yadav—a vocal critic—took to social media: “A dog is getting a residence certificate, while ordinary people can’t get one…This is my Bharat Mahan,” he wrote, sarcastically calling into question electoral credibility and administrative fairness.

The episode has triggered swift action: the RTPS system revoked the fake certificate, and a probe—including involvement of cyber cell experts—is underway to uncover how such abuse went unnoticed by internal checks.

Administrative authorities stress this should serve as a warning, urging tighter audit mechanisms to prevent future absurdities cloaked as official documents.
