"Create a national data bank with regard to lawyers belonging to our party so that we can form domain expertise using their experience...we can train them in different fields and ultimately we can also bond them into mainstream of judiciary," he said.

Moily, a senior Congress leader, was addressing a national convention of the party on 'Law, Justice and the Common Man' here. Prime Minister Manmohan Singh and party chief Sonia Gandhi were also present.

Referring to his ministry's 'blueprint on legal reforms' approved by the Union Cabinet, he said the Government has launched an ambitious programme to either release or ensure bail for two-thirds of undertrials languishing in jails by July 31 of this year.
Moily said e-courts, fast track courts and Gram Nyayalayas (rural courts) would help reduce the number of pending cases in various courts across the country.

He said while the Government has implemented several legislations like NREGA and RTI Act to empower the common man, it was upto the advocates to provide new ideas to further strengthen the measures.
