General discussion on Budget 2021 kickstarts in Rajya Sabha

A general discussion on the Union Budget 2021 kickstarted in Rajya Sabha on Wednesday.
It is only the sixth time in Parliamentary history that the Upper House is starting the debate on Budget first instead of the Lok Sabha.
Earlier on five occasions -- in 1955, 1959, 1963, 1965 and 2002 -- the discussion on the Budget commenced first in the Rajya Sabha.
