Last week, the Congress had announced names of 42 All India Congress Committee (AICC) and 183 Pradesh Congress Committee observers to oversee the appointment of the presidents in all 33 districts of the state. This is said to be a massive exercise to unite the party at grassroots level.

The Gujarat Congress, out of power for more than three decades, has suffered several massive blows in rural areas over the past many years with its leaders and workers joining ruling BJP and Aam Aadmi Party en masse.

To unite the party and empower the leaders at district levels, Rahul Gandhi, on his fourth Gujarat visit since July 2024, is said to be leading from the front. After the orientation programme on Tuesday, he will be addressing party workers at Modasa town in Arvalli, a tribal dominated district, on Wednesday where he will officially kick-start the pilot project of selecting district chiefs and empowering them.

"I am happy to share that the pilot project to strengthen the district units is starting from Gujarat in which Rahul Gandhi will also be present. A nine-member committee appointed by the AICC had recommended strengthening district units and giving more powers to its presidents. The Congress Working Committee (CWC) has given its nod to these recommendations," Gujarat Congress president Shaktisinh Gohil said.

He said that each AICC observer will be assisted by four Pradesh Congress Committee members who have been appointed from the party's political affairs committee, MLAs, MPs, former district chiefs, among others.
