6 pc cap on transfers removed

The State government, in its fresh transfer guidelines issued on May 20, has removed the six per cent cap on transfers with effect from current financial year. Earlier, only six per cent of total government employees could be transferred at a given point of time.

Now, the State has provided flexibility to various departments for conducting transfers. In its guidelines, the government has said that henceforth all transfers will be made on “minimum and on requirement only” purpose.

The guidelines stated that all transfers would be completed on or before June 10 for the year 2014-15.

However, in extraordinary cases, the transfers can be made after the deadline with permission from the chief minister. Further, the government has also brought down the minimum service years for transfer.

Accordingly, all Group A and B employees can be transferred by the government after a period of one year. Previously, Group A and B employees were transferred after a period of three years.

For Group C employees, the tenure has been brought down from four years to two years. As for Group D employees, the service period of seven years continues even under the fresh guidelines. However, the guidelines will be applicable to only those officials who have not been transferred last year.
