Petitioner S Vasudeva, a City-based advocate and party in person, moved the High Court on the allotment of sites to Ministers G Karunakara Reddy and Goolihatti Shekar and 61 others.

The petitioner contended that allotment of the stray sites under 'G' category on February 28, 2009 was in violation of several norms, including the site allotment rules-1984.

Submitting the list of beneficiaries obtained under the Right to Information Act, he said that nearly two lakh applicants are waiting for sites in the City. But the departments concerned have allotted sites to the VIPs without considering the details like number of attempts made to get the sites.

He sought the court to quash the allotment. The division bench comprising Justice V Gopalagowda and Justice B V Nagarathna directed the petitioner to include additional grounds to the petition and adjourned the matter.
