It was alleged that the Palike awarded the training contract to a few companies in violation of Transparency Act, without calling tender or following due process of law.

Fifty per cent of the money was granted without any records. The matter was entrusted to a BBMP task force then headed by Narayana Nadumani.  The task force indicted 19 officers and recommended action against them.

In the meanwhile, a public interest litigation was filed before the High Court. The Division Bench comprising Chief Justice J S Khehar and Justice Bopanna adjourned the matter.
