Basavachari, the revenue officer in question, is also accused of hiding the file during an inspection by senior BBMP officers.

BBMP Special Commissioner (Revenue/IT/Estate/Market) Munish Moudgil uncovered the irregularity during his visit to Mahadevapura, the municipal zone that contributes the highest property tax revenue.

In his report, Moudgil noted that the High Court of Karnataka had disposed of the Vydehi Medical College writ petition in February 2023. "Yet, he kept the file with him all these years," he said.

During the inspection, when asked about the file, Basavachari produced it, claiming it had been "behind the almirah".

"This was done to help the private taxpayer evade a revision payment of over Rs 50 crore. A major departmental inquiry should be conducted, and he should also be placed under suspension," Moudgil wrote in his letter to the government.
