Rao, a resident of Sahakarnagar, was heading to office on his scooter when the accident occurred in front of the Veerashaiva Bhavan around 8.15 am.
The driver of the BMTC bus (289E/2), plying between Chokkanahalli and City Market, lost control of the bus when he tried to overtake another vehicle on the narrow stretch.
He steered the vehicle to the left. Rao was wedged between the bus and the footpath, fell down and came under the rear wheel of the bus.
Traffic was affected for some time on the stretch. Police identified the driver by late evening and arrested him.
