The state’s first ever Human Development Index (HDI) for gram panchayats restates a sordid reality that the regional imbalance among districts of North Karnataka persists with poor standard of living, low education and health indicators when compared to the state average.
HDI was computed using a mathematical formula that takes into consideration 11 indicators spread across three sectors - standard of living (access to electricity, toilets, safe drinking water), health (child and maternal deaths) and education (primary and secondary schooling). Applying the formula to the indicators, the state average works out to 0.4392. The data was collected for 5,898 gram panchayats (GPs) across 30 districts.
The report revealed that 90 per cent of GPs in Yadgir, Bagalkot, Bidar, Gadag, Kalaburagi, Raichur and Vijayapura performed much below the state average.
The Gram Panchayat HDI (GPHDI), prepared by Abdul Nazir Sab State Institute of Rural Development and Panchayat Raj and Planning, Programme Monitoring and Statistics Department, is the first ever report compiled at the grass root level in the country. HDI for national, state and district levels are available but not for GPs. Chief Minister Siddaramaiah and RD&PR Minister H K Patil released the data here on Monday.
In stark contrast, all GPs in Bengaluru Urban, Dakshina Kannada and Udupi districts boast of HDI above the state average. The data reveal that all GPs in Yadgir have a HDI below the state average. Using the data, all the 5,898 GPs in the state have been ranked. Srikantapura GP in Bengaluru Urban district ranks number one in the state with GPHDI of 0.6837.
At the bottom of the list is Ulvi GP in Uttara Kannada district with GPHDI of 0.0249 - ranked 5898.
Patil said the data based on scientific surveys will lead to methodical and individual planning at the village level. The report states, the achievements in the areas of standard of living, health and education “help in fine-tuning the existing programmes or introducing new innovative schemes for development of a particular domain (health, education or livelihood opportunities), which is lagging in a particular GP.”.
