Katiyar, a 2010-batch IPS officer, filed a written complaint against Roopa, a 2000-batch IPS officer, with Chief Secretary Shalini Rajneesh on February 20. The news broke on March 2 after Katiyar's letter to Shalini was leaked.

Both Roopa and Katiyar were posted in the Internal Security Division (ISD). Roopa, who is the Inspector General of Police, continues to hold her position, while Katiyar, formerly the Deputy Inspector General of Police (DIGP), has been transferred to the Civil Defence Department.

The transfer order was issued by Nagappa S Pareet, Under Secretary to the Government, Department of Personnel and Administrative Reforms.
