They appealed in this regard to Revenue Minister R Karunakar Reddy on Monday. Mayor Nataraj said that due to inadequate publicity given to the amendment, more people could not make use of the provision in an effective manner.

After the amendment, the BBMP officials hope that over four lakh sites would be given khata once the development charges and conversion fees are paid to the Palike.

In order to generate revenue, Palike will employ single window system to collect betterment charges and conversion fee. While the development charges would remain with the Palike, the conversion fee would be remitted to the urban development authorities, said the Mayor.

People have been demanding permanent khatas to obtain the building plan from the Palike to get loans from banks. The government had stopped issuing khatas which came up without land conversion and approval from the competent planning authority like the BDA, BMRDA and BIAAPA.

Amendment to the KLRA prohibited the collection of improvement fee and issue of khata in 2007 for properties which were not converted for non-agriculture purpose. It was also pointed out that the provisions of Act were being misused.

A senior officer V Ashoka was removed from the Palike service on Monday, according to a press release from the Palike.
