“Even after six decades of independence, we are still following the colonial legacy. We need a citizen centric administration,” he said.
He was speaking after laying foundation stone for the Karnataka State Government Employees’ Association (KSGEA) building at the taluk office premises here on Saturday.
Moily said about 99 per cent of the recommendations of the Administrative Commission are being implemented. “They will also result in the realisation of citizen centric administration,” he noted.
In his address, District-in-Charge Minister J Krishna Palemar emphasised on the necessity of co-ordination between Executive and the Judiciary for the smooth fucntioning of day-to-day affairs.
He appealed the government employees not to reflect their work pressure on the common men.

MLA N Yogish Bhat said he has convinced the government to make e-governance a reality in the district within an year.
He also observed that there is a need for bringing amendments to certain ‘age-old rules’ which have been hurdles in smooth administration.
“It should be done after larger consultations with the faculty of National School of Law, High Court, experts from Bar Council and non-governmental organisations,” Bhat stated.
MP Nalin Kumar Kateel, MLA B Ramanath Rai, ZP President Santhosh Kumar Bhandary, DC V Ponnuraj, KSGEA President L Bhairappa, District President H Sanjeev among others were present.
Demands
In a memorandum submitted to ministers, the district unit of the KSGEA demanded that the State government should take steps to constitute a fresh pay commission on the lines of the VI Pay Commission of the Central government.
It also urged that Mangalore should be recognised a B2 city and HRA should be given to the State government employees commensurate its status. The other demands include: Revised guidelines for transfers, uniform allowance for group-D employees, proper promotions, filling up of 135 vacancies in the Wenlock Hospital, direct appointment of group-D workers in government hospitals where contract workers have been employed. The Association of Teaching and Non-teaching Staff of Private and Aided PU Colleges in DK also submitted a memorandum to the District-in-Charge Minister.
