CMC move to suspend 3-stage survey of buildings

The CMC members have decided to suspend the process of three stage survey initiated by the Deputy Commissioner Anurag Tiwari, to check the violation of rules while constructing a building.

The members had said that three stage survey is delaying the process of issuing NOC for the building. Hence, they had opposed the system. Obtaining permission for constructing a building is mandatory in urban areas. While obtaining permission, the person concerned furnishes plan of the building. However, many a times, the original plan in deviated. To check the violation, it was decided to go for three stage survey, ie., ground floor, RCC and after completion of the building.

In Madikeri, while availing license for building, the temporary NOC for electricity connection is also given. After the completion of the building, final NOC is collected. As a result, even if there was any violation, it can not be checked. Hence, when the DC was administrator, he had implemented three stage survey system. As a result, during March-April, MUDA technical officers had conducted survey of buildings at ground floor level and had submitted violations in 13 cases.

If violations are noticed at the first stage, then it can be rectified easily. If there was any objections from the neighbours, then the work can be stalled. If it was a multi-storey building, then parking space is mandatory.

Violations

The MUDA and CMC technical officials have unearthed 13 cases of violations on the buildings that were under construction. The survey report said that there was difference between the plan submitted and the actual building plan and no set back area was allowed.

 The team in its report had urged the CMC Commissioner to issue notices to the building owners and issue permission only after rectifying the violations.
