Addressing a meeting of revenue inspectors, shirasthedars, survey supervisors, tahsildars and assistant commissioners here, he said Revenue Minister Gali Karunakara Reddy has complimented implementation of several schemes including Bhumi in the district, during the recently held review meeting. The minister has also announced that Mysore stands first among eight districts of Mysore revenue Division in the Bhumi scheme. The district may be first as far as that scheme was concerned but it still behind in giving a model administration. That could be achieved if the department staff disposes of all the applications received from the general public within the shortest period.

Gupta said the implementation of works such as effecting changes in RTC and right transfer is not up to the mark. Despite taking those works as a special drive the desired results was not achieved. This was mainly due to lack of technical knowledge among revenue officials and dereliction of duty. They should complete all the works on time without giving excuses, he added.

Without mincing words, the DC said he had powers to book a criminal case and send him/her to jail for three months for showing negligence in works, as per Sec 22 of the Revenue Act. The officials should not make him to use that power on them. The applications seeking changes in RTC have been pending for more than five years. The employees should understand the condition of farmers and work. Such negligence could be taken as harassment to people and punish the guilty. There was provision in speedy working thanks to computerisation of important schemes like Bhumi and Nemmadi. The staff should work to the expectations of the government and general public.

In Bhumi scheme, T Narasipur taluk had done a good job because of which pendency of cases has reduced considerably. A similar model could be adopted in other taluks also, he pointed out.
