The Governor earlier had returned the proposal to the government making a few observations on the list of prisoners.
Minister for Prisons Umesh Katti said, the Department would review the list and bring it to the notice of the Cabinet before forwarding the same to the Governor. Only those prisoners who did the crime out of anger, completed seven years in prisons and had no criminal background would be considered, he said.
