Patil told reporters here on Saturday that there was a need for a special law to manage crowds in a disciplined manner. "My department has prepared a draft bill. I will place it before the next Cabinet meeting. It will become law if Cabinet approves it," he said.

The crowd management law will specify the maximum number of people to be allowed at events such as cricket and football matches, marriages and political functions.

There have been no incidents like stampedes at fairs and religious ceremonies, so the law will not apply to those events. "We plan to implement the law as soon as possible," he said.

He said discussions are underway to relocate Chinnaswamy Stadium and Race Course in Bengaluru.
