The statewide comprehensive survey of Scheduled Castes (SC) has been extended again, with both special camps and online self-declaration to continue till June 22.

The survey, which began on May 5, is being overseen by the one-person commission headed by former High Court Judge H N Nagamohan Das.

Based on the empirical data collected during the survey, the commission will submit its final report, based on which the government will decide on internal reservation.

According to a press release, 90 per cent (1.05 crore of the 1.16 crore) of the SCs in the state have already been enumerated as on June 6. 

The remaining 10% who are yet to be enumerated can avail of opportunities at 9,400 citizen help centres, including ‘Karnataka One,’ ‘Bengaluru One,’ ‘Grama One’ and 198 BBMP ward offices. Apart from this, opportunity to get counted has been provided at Bapuji help centres.

Least enumeration in BBMP 

Of all the 32 districts considered (BBMP limits and non-BBMP limits in Bengaluru considered separately), BBMP had the least percentage of enumeration (46). 

In BBMP limits, hesitation amongst several people to recognise themselves as SCs owing to social stigma, lack of cooperation from BBMP officials and faulty planning are said to have caused the below-par enumeration.

With SCs being a generic group, their list includes 101 castes (Adi Dravida, Adi Karnataka, Adi Andhra and 98 primary castes). 

Internal reservation has been a decades-long demand of the Madiga community (SC left), who accuse the SC right faction of denying them their rightful share by appropriating most of the reservation benefits. Internal reservation has been a manifesto promise of the Congress for the 2023 polls.
