The Belgaum centre would be named after the former Chief Minister S Nijalingappa, he told reporters.The Mandya centre was expected to begin operation by this year-end, he said.
Both the centres would be modelled around the Pune-based Vasanthdada Sugarcane Research Centre, he said.
A comittee has been set up for deciding on disbursing of a portion of the profit earned by sugar mills to surgarcane owners, he said.
